Setubal is a charming non-touristy town.  Went there with Liz’s friend and colleague Gloria on board.  We didn’t meet any foreign boats except for a French man coming in behind us.  Liz could hear problems in communication between the French boat (non English speaker) and the Portugese authorities (non French speaking) so Liz radioed an offer to translate which was readily taken up.  The upshot was that the French man wanted to berth in Setubal marina (very small) but had been refused but wanted to state his need to berth there and get to Lisbon airport to meet a friend.  Only Troia (our destination) was on offer and that required a ferry crossing of about half an hour and Liz established for him that the ferries run every half hour until 3am.  We waved to him as we both approached Troia but didn’t see him after that.
